The Washington Post reported that Russian Federation invited Choe to visit Moscow later this month in a bid to "feel out Pyongyang as to a possible resumption of dialogue" between the United States and the North.

Japan deployed Tuesday an additional missile defence system on its northern island of Hokkaido, days after North Korea launched a missile over the island, sparking emergency warnings to take cover.

South Korean officials said they were still analyzing the flight data to determine what type of missile was launched.

"The point that the Trump administration seems to be making is that if North Korea achieves an ICBM capability, that is a missile that can reliably reach the United States with a nuclear weapon, that changes everything".

However, Japanese Prime Minister Shinzo Abe has previously said diplomacy and dialogue will not work with Pyongyang, calling for the entire global community to apply more pressure.

Russian Federation and China have carried out a joint military exercise near North Korea, according to a Xinhua report.

Reviewing what to expect from Trump's upcoming speech at the UN General Assembly this coming week, Nikki Haley told CNN's "State of the Union" that it is "a new day at the UN".

Stricter worldwide sanctions will only lead North Korea to speed up its nuclear programme, Pyongyang said on Monday, as United States and Chinese leaders agreed to "maximise the pressure" on the regime of Kim Jong Un.

Trump is now in NY for the United Nations General Assembly but Xi - who has a major Communist Party congress that will cement his leadership for the next five years - is not attending the event.

Referencing the US defense secretary, Haley said, "If that doesn't work, General Mattis will take care of it". Where North Korea is being irresponsible and reckless, we were being responsible by trying to use every diplomatic possibility that we could possibly do.

It was the 15th missile test by North Korea this year and the first since North Korea detonated its most powerful nuclear bomb to date on September 3.

Kim has threatened Guam, a U.S. territory in the Pacific, and has fired two missiles over Japan, a USA ally in Asia, including one missile launched on Friday.

"Today the Ambassador of North Korea in Spain has been declared persona non grata", Spain's foreign ministry also said in English on its Twitter account.
