US calls for UNSC meet over North Korea draft resolution

A Security Council resolution needs nine votes in favor and no vetoes by permanent members the United States, Britain, France, Russia or China to pass.

The United States watered down an initial tougher draft resolution to win the support of Pyongyang ally China and Russian Federation.

North Korea is suspected of engaging in arms trade with countries in Africa and the Middle East.

North Korean UN Ambassador Pak Kil-yon told the disarmament conference: "My delegation condemns in the strongest terms and categorically rejects the latest illegal and unlawful UN security council resolution".

It suspended North Korean coal imports in February and more recently banned new business ventures and stopped buying iron, seafood and lead from its neighbour.

Intelligence agencies and cybersecurity experts have also linked North Korea to WannaCry, the biggest cyberattack the world has ever seen.

But despite the USA assessment that these are the strongest measures ever imposed on North Korea, some experts said that their impact will only be effective if paired with additional sanctions.

Instead of a total oil ban, the USA -led sanctions aim to limit Pyongyang's access to refined petroleum to 500,000 barrels between October 1 and December 31 and up to 2 million barrels a year starting in 2018.

The U.S. has signaled its impatience with the United Nations process of talks and sanctions which appear to have done nothing to curtail the pace of North Korea's weapons development program.

New research by cybersecurity firm FireEye's Luke McNamara describes North Korea's increasing interest in cryptocurrencies as an asset class, with the value of Bitcoin increasing by 400% since January of this year.

"In short, these are by far the strongest measures ever imposed on North Korea", said Nikki Haley, the American ambassador to the United Nations, after the vote. It still proposes a ban on textile exports.

North Korea continues to defy UN resolutions and pressure from the worldwide community in pursuit of missiles that can deliver nuclear weapons to the United States.

The measures are a response to North Korea's sixth nuclear test on September 3, which Pyongyang has claimed was of a hydrogen bomb created to be used on an intercontinental ballistic missile (ICBM).

"The textile sanctions actually might have more impact, as they are probably a good source of value-added income - value added by people you don't have to pay much - for the regime", he said.

The US had originally proposed harsher sanctions, including a total ban on oil imports by North Korea.

With this decision, the top body is imposing a ban on all oil imports and an global asset freeze on the government and leader Kim Jong Un that the Trump administration wanted.

Tensions on the Korean Peninsula have been rising for months, fueled by North Korea's frequent missile tests and its advancing nuclear weapons program, as well as US military exercises and threatening statements by Trump.

The U.S., along with other major powers including Japan, had reacted with both alarm and outrage when the Pyongyang government conducted another test that showed the successful deployment of a hydrogen bomb on an intercontinental ballistic missile (ICBM). President Trump so far has said this is not the time to talk, but his administration has been sending a lot of mixed signals, confusing signals about this.
