"The idea is to identify young officers under stress and prevent them from taking such an extreme step", Hindustan Times quoted Principal secretary, forest, and secretary of the association's Bihar unit, Vivek Kumar Singh as saying. The Bihar-cadre IAS officer was transferred from Katihar, where he was posted as deputy development commissioner.

His cell phone and the suicide note which was kept in a Nike bag was recovered from Room No. 742 of Hotel Leela Palace in Delhi.

He said in the letter he was fed up with his life and has lost his "belief in human existence". "Immediately, Delhi Police was alerted", said a relative.

After Pandey's friends warned the Delhi Police, they reached the location mentioned in the message around 6.30 pm, but did not find him. His disfigured body was discovered on rail track around 1 km away from railway station along with a suicide note which helped in his identification.

Police sent his body for post-mortem. I am now posted as a DM in Buxar of Bihar.

A India Today report claims that the District Magistrate first tried to kill himself by jumping off a mall in Janakpuri area.

The officer said that after Pandey had failed to commit suicide in Delhi, he boarded a metro train from Janakpuri to Anand Vihar, from where he boarded a train to the Ghaziabad junction. At around nine o'clock in the night, they received news of Mukesh's body being recovered from a railway track in Ghaziabad.

Chief Minister Sarbananda Sonowal has also condoled the death of Pandey terming him as an “upright officer”. "Visuals of the station were also checked but we found nothing", explained the officer. He landed in Delhi on 10th August and almost 10 hours later he was found dead on the railways tracks in Ghaziabad.
