Karunanayake's name had surfaced in a controversial Central Bank bond scam which is now being investigated.

A special commission of inquiry appointed by Sirisena is investigating allegations of corruption related to treasury bonds issued during the period from February 2015 to March 2016.

Karunanayake, who was finance minister when the scandal broke, was given the foreign ministry in a cabinet reshuffle in May. His appointment, it is learnt, will be marred by Marapana's resignation in 2015 as a minister over the Avant Garde statement in Parliament. Health Minister Dr. Rajitha Senaratne claimed that the Attorney General's Department had acted differently in cases where the bigwigs of the previous administration were implicated.
