"We are also pleased to note that the Dutch Public Prosecution Service will make the necessary decisions concerning prosecution at the appropriate time given the criminal investigation is still ongoing. We have full confidence in the ability of the Dutch criminal justice system to conduct a prosecution that is comprehensive, objective and just".

U.S. State Department spokeswoman Heather Nauert said that Washington "urges other states to cooperate fully in order to ensure those responsible are brought to justice".

At an emotional ceremony marking three years since MH17 was shot down, Evert van Zijtveld said a group representing victims' families "shall not give up and shall not be silenced until those who are responsible have been brought to justice".

The forest, which sits not far from Schiphol Airport where flight MH17 took off on its way to Kuala Lumpur, contains 298 trees - one for each person who perished when the plane crashed in Ukraine's disputed Donetsk region on July 17, 2014.

"If you look into it, you will see yourself and the name of your loved one", Ronald Westerhuis, the sculptor who designed the memorial, was cited as saying in the Trouw newspaper on Monday.

Monday marks three years since the Malaysia Airlines flight was shot down over eastern Ukraine, killing all 298 passengers on board.

A team of investigators that included Australians concluded in September the rocket was sacked from territory in eastern Ukraine held by pro-Russian separatists, however Russia insists the plane was brought down by Ukraine's military.

Victims came from 17 countries, and included 196 Dutch citizens.

Dutch King Willem-Alexander and Queen Maxima on July 17 will join other global officials at a ceremony to dedicate the memorial in the park of Vijfhuizen near Schiphol Airport in Amsterdam.

Earlier this month, Dutch officials announced that the trial of suspects arrested in the shooting of the aircraft will be held in the Netherlands.

The commemoration came as worldwide investigators continue their painstaking probe aimed at prosecuting those responsible for shooting down Flight 17 and killing all the passengers and crew.

The Russians insist the Ukrainian military downed the aircraft, and have denounced the investigation's conclusions as politically biased.
