Western Wall is part of the West Bank

The U.S. passed a law in 1995 mandating the relocation of its embassy, but since then every U.S. president has signed a six-month waiver delaying the move - citing concerns over national security.

According to Channel 2, the same official told members of Netanyahu's team that Trump's visit to the Western Wall was a private visit and also added: "No way, why is this your business?"

But generally, it is hard to overstate the degree to which the career bureaucracy disapproves of moving the US embassy - and not just in the State Department.

The summary said that "Dermer explained why moving the embassy would help advance peace and not the opposite", and that "this is the clear and consistent position of Prime Minister Netanyahu".

Netanyahu is reportedly pushing to deliver a joint speech with Trump at Masada, another historical site in Israel, rather than just the introduction he is now slated for.

He has told Trump that Palestinians are intractable negotiating partners who make demands that Israel can not meet.

In an unprecedented move on Monday, Israeli Prime Minister Benjamin Netanyahu published meeting notes from his visit with Trump at the White House in February, in order to affirm that he tried to convince Trump to relocate the U.S. embassy from Tel Aviv to Jerusalem. Meanwhile, the Palestinians want East Jerusalem as the capital of their future state.

During his presidential campaign, Trump controversially promised to move the embassy and to recognize Jerusalem as Israel's "undivided" capital.

The Israeli leader argued that keeping the embassy where it is in Tel Aviv is actually a detriment to peace, and empowers the Islamic totalitarians who seek to delegitimize Israel's claims to its land. "They do not reflect the U.S. position, and certainly not the President's position".

In making those comments, Tillerson seems to be ignoring whether moving the embassy would be in the best interests of the United States.

Friedman arrived Monday and immediately visited the Western Wall, praying there and kissing the sacred site.

"The statement that the Western Wall is in an area in the West Bank was received with shock", said the official in Netanyahu's office.

Asked what distinguishes Trump's plans from previous attempts, White House spokesman Sean Spicer said merely: "The man is different".

The United States, like most of the worldwide community, has traditionally considered Jerusalem disputed ahead of final-status negotiations.

"We wanted to come straight to the holiest place in the entire Jewish world, the "Kotel HaMaaravi", the Western Wall, straight from the airport", Friedman told reporters.

He also later met with Netanyahu.
